WhatsApp Business API in 2026: pricing, what changed and where AI fits

Per-message pricing, the 24-hour window, the end of free service messages on October 1, 2026, and Meta's rule on AI chatbots, including the Brazil exception.

WhatsApp chatbots are already common in small businesses. In Brazil, Sebrae’s 2025 survey on digital transformation in small businesses found that 41% of owners use WhatsApp chatbots when asked about specific tools (Agência Sebrae, in Portuguese). Meta’s pricing and usage rules changed a lot between 2025 and 2026.

Business app vs. the API

The WhatsApp Business app, which you install on your phone, works well for answering manually. Once automation comes in (an agent that replies on its own, CRM integration, several agents on one number), the route is the WhatsApp Business Platform, Meta’s official API. The pricing rules and terms below apply there.

How pricing works today

Since July 1, 2025, Meta charges per delivered message, based on the message category and the recipient’s country. Messages a customer sends to the business are free (Meta for Developers).

The main categories:

Category Example Charge
Marketing (template) promotion, announcement charged
Utility (template) order confirmation, reminder charged
Authentication (template) verification code charged
Service (free-form) answering a customer question 1,000 free per number per month, then charged

Meta also lists a fifth category for messages from Meta Business Agent, Meta’s own AI agent, which is charged.

Two changes took effect on October 1, 2026, according to the same documentation:

  • Service messages became chargeable again after 1,000 free messages per phone number per month. Unused free messages do not roll over.
  • Utility messages sent inside the customer service window became chargeable.

Rates differ by country and are revised often. Check Meta’s current rate card before doing the math.

The 24-hour window

When a customer messages or calls you, a 24-hour customer service window opens. Each new message from them resets the clock. Free-form replies are only allowed inside that window. Outside it, you need an approved template.

There is also the free entry point window: if the person came from a Click to WhatsApp ad, using the Android or iPhone app, and the business replied within the customer service window, messages stay free for up to 7 days. Meta Business Agent messages are still charged.

An AI agent can use this window to answer a question immediately, within the conversation the customer opened.

Meta’s rule on AI chatbots

In October 2025 Meta changed the platform terms to bar general-purpose AI providers, such as ChatGPT-style assistants offered inside WhatsApp. The current terms prohibit those providers from using the platform when AI is the main functionality of the service.

The rule does not cover companies using AI to serve their own customers. Meta told TechCrunch that the change does not affect businesses using AI to serve customers on WhatsApp, citing a travel company running a support bot as an example.

In Brazil, after the competition regulator CADE ordered Meta to suspend the policy, Meta told developers the requirement does not apply to chats with +55 numbers (TechCrunch, January 2026). In the same report, CADE said it would investigate whether the terms are exclusionary. Follow the progress of that investigation.

What this means in practice

A support agent trained on your business that answers questions, qualifies leads and books appointments is allowed. It is the use Meta says it wants on the platform. Inside the 24-hour window you can reply with free-form text instead of an approved template, so design the flow to resolve the enquiry within that window.

Marketing campaigns are charged per message, so segment before you send. Check the rate card too: October 2026 pricing already differs from 2025.

To put an agent on WhatsApp, start by listing the questions you get most and which ones AI can answer on its own. Route the rest to a person, with the full history on screen.
